It is allowed to have 2 payout requests in the same time? Let's say i request payout this sunday, and i request next sunday again.....it is allowed cuticuty?

It was back (working fine for 1 hour) , now is back slow ......my connection ís fine, all other sites are loading fast and normal , only filestay is slow. I also try from my UK RDP , same result EDITED! Now is working fine again! ANd now ís slower then any other site i saw!!
