I'm reaching you as the advertiser has confirmed fraud on Jet.com campaign in December and January.
Please find below the comments from the advertiser and the report attached :
"This is a highly sensitive issue and the assistance of Apple was necessary to further understand what occurred and how this impacted on the advertiser’s App Store ranking. The sole purpose of the campaign was to elevate Jet.com’s position. Due to the presence of high-scale fraudulent activities, this rendered their goal obsolete.
Based on Apple data and Appsflyer reporting, we have discovered the following issues impacted over 90% of the overall traffic delivered on the campaign:
● Taking into account the size of the app (43.6MB), Apple ran supported tests to determine the average timeframe from initial Click to the User opening the App. This recorded a 60 sec window. Thus, Apple deems any installs which occurred less than 45 sec after the initiated click, as non-user initiated and therefore invalid.
● A high proportion of leads have been generated through VPN hosting device ip, which as you are aware is also invalid.
● In addition to this, a large proportion of leads displayed devices with Vietnamese set as the default language setting. Such a high volume clearly indicates fraudulent activities.
All of the above mentioned factors contributed to the fact that iTunes Connect did not track any of these leads and thus the app ranking was not impacted. Unfortunately, this has led to a terrible situation for all parties involved and jeopardized countless relationships. To prevent issues such as this in the future and to secure our future cooperation, we call on you to be fully transparent in terms of the sources used on the campaign. As all of the factors above are prevalent on 90% of the traffic, we can only conclude that this traffic was non-user initiated. The final answer from the advertiser is that they are refusing to pay for any of this traffic as understandably they paid for real users and what they got was something simulated through fraudulent means."
The amount to be deducted is 108.54 usd in Dec and 322 usd in Jan
