The difference between Gold and Emerald/Ruby level is that everyone can reach Gold level.
For Gold level we FIX some quality measurements and everyone who works better then that fixed measurements will be Gold.
For Emerald/Ruby we FIX number of workers who can reach that levels. Only that number of the best workers can reach
Emerald/Ruby level (something like competition).

theo như Email của Admin thì cứ 500code, server sẽ tự động kiểm tra. và nó đã sửa rule để lên Level Gold. còn Level Emerald/Ruby thì chỉ mem nào làm việc cực tốt, nó mới cho lên.
